Make sure that your battery is not absolutely empty. Plug in your charger and hang on for 15 minutes. If nothing happens than you must have a hardware problem, that means you have to visit your phone brand's service.

Try to insert any password in your phone 10 times to erase all your data and make your blackberry Tour 9630 unlocked. If your keypad still won't work after blackberry unlocking process, try to reflash your blackberry phone. Once again if still have same result, it should be a hardware problem in your phone and you need to repair that on nearest local mobile phone repair shop.
Take it where you bought it and try to get it replaced, saying it's defective. Hopefully you're under warranty, unlike myself who has a **** blackberry who's radio keeps turning off randomly and won't make or recieve calls without having to manually reconnect 'mobile network' hundreds of times a day. Your phone must have got really wet though because buttons and **** don't ******* unless exposed to extremly wet conditions (trust me, I know). I'd like an iphone over this **** for damn sure but i'm stuck with any annoying and fairly useless phone for now.
