You can download the driver from the manufacturer's WEB site.
I cannot give you the link to this manufacturer's WEB site because you have not given me the make and model of your WEBcam.

Just plug in the USB cable of the WEB Cam to the USB port of your LAPTOP. If your are using Windows operating system and if you have an internet then definitely it will download the driver.

I have found that the installed web cams on most units are inferior and a external USB cam has better quality in sound and picture and are very cheap and can be pointed in any direction and even used to copy photos your screen or documents , so if you are a frequent cam user buy your self a USE cam for $50 or less

No. Please go to web site of HP. Click on printers and look for your printer. Once you get the page click on support and look for driver for your computer. Download the latest drivers. Connect the printer to the new computer. the computer should now recognize the printer. I had this problem and solved it this way. I had this HP printer 1210 model
