SOURCE: How to turn ON video and audio on my Dell Computer
The video and audio needs drivers - if you have drivers - simply insert the media - [ CD with the stuff on it] into the CD or DVD tray and it will play.
You may have to download the drivers from Dell's main web pages - go to www.dell.com and read - you will see what to do there.

A solid amber power LED indicates a problem with the motherboard, or something attached to it. (I've seen a bad mouse cause a no post before) Disconnect all cables except power, turn on system see if any LED change. If using a UPS, connect power direct to the wall. If still no change, open case, remove any expansion cards, try again. If still no go, disconnect power cables to all drives, try again.
If still no change, then replace the motherboard

Place your operating system disc in the ROM drive restart computer and restore the windows software it will do the rest for you. If you need drivers go to dell.com they have them there one the restore is done.
If the CD will not boot up it is because you will need to change the boot to boot from CD as the first boot. Hit F2 when you restart the computer. This will get you into setup then go to boot sequence choose CD first Hard Drive second boot hit F10 to save. Off you go. John

you can purchase a system recovery disc from dell by providing your dell service tage number to a dell support agent. the cost of the disc will be less than 20.00 billable to you credit or debit card. be sure to save all your important documents and pics as this will format your system and completelyt erase anything you currently have. after you run the disc, the old information you saved can be added back using whatever media it was you chose to save it to. (flash drive, dvd, cd, external hd)
