My sony mp3 player NWZ-S545 will only hold one bar after charged and the car charger and outlet charger do not work at all.

The Sony MP3 player in question appears to come with ear bud headphones, an ear bud extension cord, USB cable, and software CD-ROM. It does not appear to come with a charger and would require that you have a device with a USB port to provide power to the unit. However you can add an aftermarket USB AC adapter such as this one to allow charging without connection to a computer.

let the battery run out and charge it completly and re-boot it

It might be the battery problem. You will need to change it.

if ti has a charger or is charging from the usb ..try to open it with the charger or the charging source plugged..if it does open it means that the batteries are dead and need a new one cause it either do not charge anymore or do not hold the juice for some reason ...it may also be in short from some shock ..cause from what you explained it seams not to have any problems but just not enough power to boot up...
