My CF-30, MK 2, touchscreen stopped working after both a Windows 7 and Windows 10 upgrade. I downloaded drivers from Panasonic for all versions of the CF-30 and they failed to fix the problem. Then I downloaded the Fujitsu Touch panel Software, installed and calibrated, and now it works flawlessly. If your Toughbook has an integrated GPS, this may be conflicting with the touchpad or touchscreen driver. You can fix this by running the GPS Registry Patch - SKIPENUM.REG, which is found in the C:\UTIL\GPS\ folder. This file can also be found by following the link below.
If you are using a GPS module that is not integrated, you should contact the manufacturer of the GPS module for a similar patch.
If you are not using a GPS module, or if the above steps do not fix your problem, re-install the touchpad and/or touchscreen drivers.

May be a conection problem. I had a cf72 that the conection had come loose at the motherboard. If its not the conection it may be the scvreen itself.
Have
you checked under the device manager in to make sure that all
your peripherals are recognized or enabled in the bios
A: Activate Touchscreen in Bios
B: Reinstall all drivers
C: ensure OS is recognizing the peripherals.
