Laptop is loading up really slow and I cant select any options
When the laptop starts up, it takes maybe an hour to load up the screen start in safe mode etc... when it loads though you can't select any options and it starts by default in normal mode but this wont load and keeps bringing you back to the start again!

Probably, reinstall windows and it will be ok. But, you may need the DVD from the manufacturer to boot from in order to reinstall a fresh copy of windows.
Not necessarily gone, but practically, I would say that if you have valuable data you might want to have the data retrieved by a local computer shop. If you haven't been backing up your data regularly using windows backup or equivalent, then practically, the data may be lost, because you cannot boot within a few minutes, it's more like 1 hour, and it doesn't function correctly. There are ways to get the data off, but for most people their most valuable data is stored on cloud or Internet sites that have more reliable servers than a personal computer or laptop. I'm guessing it is running windows, have you tried pressing F8 when notebook starts loading windows. If the problem started after installing any driver or application then select the option for "Last known good configuration". Or select the option for safe mode, if it boots fine on safe mode means could be a problem with any driver.
For administrator account recovery, turn on your computer start tapping F8 key and the Windows Advanced Options Menu screen will appear. Select safe mode using arrow up or down key then press enter then press enter again to select the operating system. Wait for the loading which could take about 3-5 minutes to load the safe mode.

Click Administrator to enter that account and click Yes to start running on safe mode, after loading go to control panel and click user accounts. Click create a new account and type the name of the new account and click next. Now pick an account type select administrator then click create account. Restart your computer and when you prompted on your user accounts click the admin account that you made and you have the admin account have a nice day.

try to restart your laptop in SAFE MODE WITH NETWORKING. once you are in safe mode with networking change power settings from power option in control panel. Try SYSTEM RESTORE. Still you face problem press F8 when you turn your laptop on. You will get advance options. Select LAST KNOWN GOOD CONFIGURATION.
Most likely a Windows software problem. Could be virus caused. Try restarting the laptop and immediately start tapping the f8 key until you see a screen with several boot options.Use the arrow key to select "boot using last known good configuration". The laptop screen will look different but will still allow you to run your laptop. Click on the "Start" button, then "Help and Support" and then "Undo changes to your system using system restore". When you boot up start pressing F8 and you should get a Windows startup page with more options. If you do select Safe Mode
When windows has loaded, goto MSConfig and select Diagnostic Startup. Ok and reboot
See if windows boots normally.
Your laptop may need defragmenting. It is possible for everything to lock up if the hard drive is too badly fragmented.
Try starting up in safe mode. Press F8 shortly after switching on then select start in safe mode.
The defragmenter is in the START MENU / PROGRAMS / ACCESSORIES / SYSTEM TOOLS.
Select defragment.
It may take a few minutes to a few hours.

Please press on the power button to turn it back on then immediately press and hold on the F12 key. Select CD/DVD from the boot options. Windows will be loading files then select Recovery Wizard. Select the Default Software after that then select the Recover to the Out of the Box State. After the first disk, you will be prompted to load the second disk. restart your laptop and after bios finish loading press tab continious trhatb should take you to a dos screen where you gonna see several options for starting windows.select <last known configuration that worked >and let the laptop restarting. that should fix your problem.:)
