Unplug power cord from laptop, remove battery from laptop. Open memory access panel on the bottom of the laptop. Remove memory module(s) (SO-DIMM). Plug power cord back into laptop. Turn laptop on (with the memory removed), the caps lock and scroll lock LEDs light, then the laptop shuts itself off. Unplug power cord from the laptop. Reinstall the memory modules. Make sure they are seated correctly. Put the battery back in, plug the laptop back in, and power on. Laptop should power on and boot up properly.
May need to hold the power button down to get it to power on properly.

Inspiron 6000 starts to boot but then shuts down after only 10 seconds. New Battery, power supply measures ok. Caps lite is on.

Try reseating the RAM memory modules, see if any change.
If no change, remove, battery, Drives, Wireless card and RAM, see if the system will run longer or give an error code. If something changes, add 1 RAM module and try again. If the system runs, then add items back one at a time until you determine the faulty item.
If the system issue doesn't change, odds are a motherboard problem. Motherboard are about $100 on Ebay

Inspiron Battery Light Flashing Orange

Battery.

Dell has a chip internal to the battery programed to shut down after a certain number of charge cycles. This means every time you plug the laptop in with the battery installed. When it reaches this determined number the battery effectively shuts down, even though technically it's still good. There have been loads of complaints on the net toward Dell over this issue. I have myself experience this. Battery good one day, powered down, went home, powered up... only to receive the deadly flashing light. Only cure is to replace battery. Several hacks trying to get around this but they're all horrible. Bad Dell - bad, bad Dell!

Dell Lattitude C840 Laptop

The 3 LED's (Num Lock, Caps Lock, Scroll Lock) are used by Dell to diagnose no-post issues such as yours. The only error code close to yours is [Num Lock ON, Caps Lock FLASHING, Scroll Lock ON]. This indicates a a memory error. Try reseating the memory modules. If you have 2 memory modules, insert one at a time to determine the faulty module.

Dell Inspiron 600 Laptop, stop working.

This is generally a problem with the battery or a memory chip. Start by removing the battery and starting up on the power supply only. Dell batteries are notorious for causeing a no start. Then try removing the memory and try one chip at a time in both slots. If neither of these work, then I'm afraid you have a failed system board component, ans you will probably want to take it in for a professional diagnostics. Also, you can find a diagnostics light codes list for your machine at Dell's support site.

Problems with Dell Inspiron 6000 Battery ? DELL Inspiron 6000 laptop battery is popular, why ?

You can also pick up the batteries less expensive than most computer places at batteries plus. And yes it sounds as though it is the batteries charge is getting low, especially if it runs fine when the battery is out and you have it plugged in.
