Think that your tuner section has been compromised by the surge. Happens. If your other audio/video inputs work you can plug an external tuner in there.
YOU NEED EITHER A TV CARD OR HDMI CARD INSTALLED IN THE LAPTOP. BUT MOST ALSO HAVE A 15 PIN MONITOR CONNECTOR INSTALLED ON THE TV AND LAPTOPS USUALLY HAVE THAT JUST BUY A MONITOR CORD

There are a number of different remotes that Directv use, and instructions may differ from your particular model. If you look at the upper left hand corner on the face of the remote there will be a model # RC-64, RC-23, RC-24, RC-32RF, etc. Click on the link HERE and on the webpage, scroll down and you will find the instructions to program your specific model DirecTV remote for your Emerson TV. I have the same setup like you. Direct TV and Emerson LCD TV. The Direct TV remote stores a limited amount of codes and none worked on my TV. Sadly it's not something you can update. They seem to only stick with the popular codes. Welcome to the "head of the curve" like me. lol
Direct (and Dish) may not have codes available for all brands and models; I know that from personal experience.
You need to got to Direct TV's website to obtain a current list of codes.
Even if they have some for Emerson, they may be quite limited in their usefulness.
