I had the same problem and it only cost me $6 in parts and shipping from Mouser and you'll need a soldering iron. I made a video on how I fixed this problem on my Dell E178FPb. Mouser Electronics Electronic Components Distributor

If you want to fix it, then you will need to buy some tools and basic knowledge of electronics, common problem with this monitor is the failed transistors and fuse in the inverter circuits, see pictures here as a guide: http://s807.photobucket.com/home/budm/allalbums
I would give the monitor to someone that is learning electronics to practice troubleshooting.

That monitor does not have speakers included. You will need to get a set of stereo speaker for your computer.

Or one of the monitor must have a dvi input.

Native/max resolution for this Dell is 1280x1024, try this setting.

check the power if 110 volt or 220 volt

That sounds like the backlight inverter board. Check ebay for the board or a repair kit for it.
