Such "Indiglo" electroluminescent displays are old tech made of flat plastic layers with 70 vac between them. They sit behind the LCD and glow blue-green, but irreversibly dim with extended use and are not economically repairable. Timex blew it by too continual use here, where on a watch it was only lit by button on demand (longer life). White, LEDs are a better solution, but need 5v, a 1K resistor, and a light spreader layer to work, thus are not compatible for repair.

The backlight LED of your Timex clock has got weak. It should be replaced. But it is really a skilled work as, you have to disassemble the display unit. If you are aware in electronics and have skill to do this work, you can do it by yourself. Otherwise, it will be best to get it replaced by any experienced service technician. OK.
