Hello, I recently imported a 1986 Chevrolet Camaro Z28e to the Netherlands, and now the car has to pass the road safety inspection before it is allowed to drive on the roads here. The inspector from this agency won't pass this vehicle,the problem are the both front seats, the recliners won't lock when in upright position ( meaning the recliner can go back and fourth without using the leavers and handles on the chair ). I've been told that this is normal and it came out of the factory this way. But what I need is some kind of official document or webadress where this is stated, it's needed to convince the inspector to declaire my car road legal. Can anybody help me with this, help would be greatly appreciated! greeting Erik

Personally i would pull the seats and weld them into a position that is comfortable both sides of the seat should be welded. a small mig welder would take care of this issue nicely and permanently ! .. jay Florida

That could had been an option, but I need to access the back seat, I have a small child in a childseat who has to travel with this car aswell,

Don't ever remember a seat that reclines and does not have a latch to hold it upright. If it didn't, it could be a real problem in an accident. If there is no latch on the seat back (usually on outside) You could possibly drill through the frame somewhere near the hinge and use a removable pin to hold it in place.Pin should be at least 1/4" and hardened steel if possible.
I have seen seats that fold forward without a latch but never ones that recline.

Offcourse there are hinges on the chairs, even 2 of them, but they don't need to be used to get the recliners to move back and fourth, that's why this question
