Lens errors are fairly common. As you've found, the recommendation to restart (turning the camera off and then back on again) usually does not work. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Unfortunately, many cameras that fall prey to this can only be corrected by professional repair. But, here are some things that you can do that may correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty, they're worth a try.

I had a similar problem like this...and I typed in the error code for a similar camera...and they said I had to pay to get it fixed when all I had to do was pull on the lens a little...it was kinda stuck in. Try that!
take it to a proffesional... ull need a new lens and more likely a whole new camera but dont start buying until u ask someone that know ALOT about cameras anyway id have to see it up close to know wat excatly is worng. !!!! try cleaning ur lens !!!!!
