I simply cleaned my red switch by spraying it with tuner cleaner and the problem went away (it will return in a few years and cleaning it will correct it again). The switch can only be cleaned with the radio open. A can of tuner clean/lub with a small straw will be needed.
The electrolytic caps will fail due to electrolyte evaporating so replacing them will extend the life of the radio. the other parts like diodes, ic's, resisotors and transistors will be stressed out from voltage spikes and fail because the capacitors no longer can smooth out the ripple voltage common in audio amps since the audio level is always changing
I REPLACED ALL THE ELECTROLYTIC CAPACITORS IN MINE AND THE STATIC WENT AWAY UPON START UP, TURNING IT OFF AND EVEN PLUGGING IN THE ELECTRICAL OUTLET THE 1ST TIME. ELECTROLYTIC CAPACITORS HAVE ELECTROLYTE FLIUD INSIDE THEM THAT ACTS AS A CONDUCTOR OF ELECTRIC CURRENT. THE FLUID DRIED UP AFTER ABOUT 15 YEARS AND THE CAPACITOR NO LONGER FUNCTIONS. EXPECT TO REPLACE THESE EVERY 15-20 YEARS. I LOOK FOR 105*C CAPACITORS BECUASE THEY LAST LONGER DUE TO BEING SEALED BETTER AGAINST HEAT.
ELECTROLYTIC CAPACITORS FILTER OUT THE SIGNALS AND POWER IN MANY ELECTRONIC DEVICES TO PREVENT HUMM, STATIC, BUZZ AND WHINE FROM BEING HEARD. THEY ALSO ACT AS SMALL BATTERIES IN ANY CIRCUIT.
ALSO I HAVE NEED A PICTURE EMAILED TO ME OF THE INSIDE OF THE RADIO WHERE THE DIAL CORD FOR THE TUNER GOES. I BROKE MY DIAL CORD TRYING TO CHANGE THE E-CAPS WHEN THE HOT SOLDERING IRON GOT TOO CLOSE. I HAVE NEW DIAL CORD AND I NEED TO SEE HOW IT IS ROUTED AND HOW MANY TURNS ON EACH SPOOL INSIDE THE RADIO SUCH AS THE DOUBLE SPOOL,. THE TUNING CAPACITOR FLYWHEEL AND THE TUNING KNOB ON THE SIDE OF THE RADIO. MY EMAIL ADDRESS IS [email protected]
Where and how many electrolytic capacitors are there?
I would like to try this solution, too.
Can you e-mail me a digital photo of their locations?

My radio is a Proton 320. Lots of static until the radio warms up. When you turn the radio off, the static returns. Quite loud. I have 4 of these and it's the first one to have problems in over 25 years! Can't complain, I guess, but I hate to throw it away. Can it be fixed?
