Not totally. It could be the switch but I'd look at the motor first. Disconnect the motor and running with battery voltage. If it still runs slow it's the motor. Becareful with the switch it looks like a static sensitive switch and needs to be worked on at a static free work station. The motor part # is 492829-00 Cost $92.72 The switch is 368832-09 $ 48.91 . If the drill has a short in it, then yes, it could short the battery out. Probably in the trigger switch.

OK without a model number I will try and help the best I can. First off did you get any wrenches with this kit, possibly an open wrench and a hex wrench. What you would need to do it remove the chuck retaining screw it is left hand thread and if this drill has a high and low gear selector put in low. If your spindle has a hex that you have a wrench to fit it put it on the spindle, if this is a keyed chuck use your chuck key and place the chuck and drill assembly on a piece of wood or workbench and have the wrench about a 30 deg. angle and hit it with a hammer counterclockwise to loosen, you might have to hit a couple times. If this is a keyless same thing except find an allen wrench about the chuck capacity and lock it in the jaws at about the same 30 deg and hit the long portion of wrench and this should take care of your problem. Replace in the opposite if disassembly. Let me know if you need more help
