SOURCE: spa won't heat
you need to have the heater tested, there should be about 10 ohms of resistance when testing across the heater leads. MAKE SURE POWER IS OFF, and disconnect the wires at the posts then test for resistance.
If the multimeter reads an open, the heater is bad. Also make sure that you actually get 240 volts across the heater leads when the system is on.
You should have a spa technician test it if you are not comfortable working with electronics.

Assuming that you've got adequate water flow, clean/new filter and the pump works as it should; Try a new sensor. They can and do sometimes fail and the sensor is much cheaper than the PCB. ;)

Not much to go on but try opening the drain valve for a few seconds. If you have an air lock this give you a high temp code. When you open the drain it will break the air lock and start it pumping again.
