Sometimes it could be like this contact by the centrifugal interrupter or the powerswitch or startcapacitor (only if its buzzing) an other kind of relay switch it should be simple to measure it .but to adjust it for time release can be ??.

As I recall, the volume pedal on that model is optically coupled, meaning it operates via a light source. I'm afraid it will probably need a tech to come check it out. Does it show as charging when plugged in?
Try the next step when plugged in and/or unplugged.
Try: Hold the Volume Down button and the Power key simultaneously for about 15 seconds. After holding them down for about 20 seconds if the phone didn't power cycle then release the keys and try and turn the phone on like you normally would by briefly pressing the power button.
***If this did not work Try it using the VOLUME UP button with the same process*** this activates a "Power cycle"
