You may be able to get it to work by installing it in compatability mode. Right click on the install file and choose windows 98 on the compatability tab.
You could also use a virtual machine, you could load a copy of windows 98 and then use your program in the VM.
There are free Virtual machine programs, but you would need a valid copy of win 98

I think this is a Windows 98 forum. If so, I may have a solution.

Download and install this free (Generic Storage USB Device) driver named "wtgenusb-zip" from DriverGuide.com. Register with DriverGuide.com for free membership. Use their search tools using keywords like "Window 98", "USB", "Storage" and look for "wtgenusb-zip".

It's a rediculously small file to download, only 11Kb. The "zip" file must be extracted which can be done on any computer running Windows XP, then copy the files over on a floppy disk. However extracting it on a computer running Windows 98 will require a seperate program like "Winzip" or "Pkunzip" (for DOS).

Copy the extracted files to any folder of your choice on your Win98 machine. Use the "Install Hardware Wizard" to navigate to that folder to install the driver to enable your USB storage device.

WTGENUSB worked great for me, permitting my Win98 to access my USB Flash drives, 250Gb Portable hard drive, and Digital Camera card reader. Good luck.

Need to backup content of Windows 98 computer via USB device

install XP next to win 98 on a separate partition, XP will automaticlly create a bootoption. If not possible, install XP over win98. documents etc will remain intact if you have enough diskspace.

If both are no option, create a backup from windows98 and than copy that one to any USB drive. Backing up from 98 takes veryvery long and so doesn copying to USB.

Install Xp From Dos

If XP will not install from the CD or if you have a new drive with no operating system onit yet try these:

Install Windows XP from the hard drive with Windows 98 already installed:

Boot Windows 98
Insert the XP CD into your CD reader
Explore Windows XP through My Computer
Copy i386 folder to C:\
Go into C:\i386 folder and double click on winnt32.exe to launch the setup from the hard drive

Install Windows XP from DOS (ie. no OS on a new hard drive):

Boot with a Windows 98 Start Up disk
Insert the Windows 98 CD into the CD reader
Run smartdrv.exe from the Win98 directory on the windows 98 CD (file caching)
Type cd.. to back up to the root directory
Insert Windows XP CD into the CD reader
Copy the i386 folder to C:\
Go into C:\i386 folder on C: and type winnt.exe to launch the setup from the hard drive.

Apears that your installer CD has got corrupt. Try installing from a fresh copy of Windows 98 (preferably Windows 98 Second Edition).

Just get any Win98disc and copy it to a folder on your Hard Disk then run setup from that folder that should work
