I had the same problem with my E7, if you've already tried holding the power button down for 10 seconds then you'll need to remove and replace the battery, that fixed mine straight away. Just follow the guide below

Just because you charged the battery it doesn't mean it is any good. Modern sealed batteries fail; just as you described, fine one moment and then nothing, they go open internally.
take the battery out and hold the power button for like 15 seconds. then put battery baCK on and plug it in but do not try to power on. lets saee what goes? remember not to power on
Wet Cell Phone Immediately remove the phone from the water, turn off the cell phone, remove the battery and SIM card. To dry out the cell phone put it in a large plastic bag with silica gel drying crystals then put it in a warm sunny place for several days or in front of a warm fan heater for several hours. Reassemble the phone and hope it will work properly again, but if does not work then it is faulty and you need a new cell phone.

I am on my third E7 within 12 months, due to the device not charging. I think I have found a fix, well it is currently charging as I type this so maybe it will work for you as well.
The 2nd E7 died when I let the battery completely run down, plugged it in over night, in the morning powered up and it turned straight off again. Plugged it in and I got the blinking/flashing charging light for about a minute then it would turn off.
I phoned up Vodafone and they offered to send me a new one without questions, so I assume this is a well known fault...the only problem I had was that I had not backed it up in a couple of weeks and needed to get the data off.
When the new one arrived I thought I could swap the batteries over (once fully charged) and then sync over bluetooth...there are a couple of very good tutorials on YouTube for replacing the battery.
Once I had taken the device apart I thought i would try leaving the battery out of the unit for 10 minutes or so and then try plugging the charger back in...please be very careful if doing this with the phone in pieces....and all of a sudden the nokia logo appeared on the screen and I have a solid charging light!!
So I assume all is charging as it should I might even be able to do the sync over the cable...
Got to be worth a shot as sending it off to Nokia Care takes ages and I run my business through this phone, so not having it for any lenght of time is not an option, also they do a hard reset as standard so data will be lost guaranteed!

PS: Just powered it up (while charging) and it has turned on so this has definitely worked for me...will post this on other forums..
Flashing is either an error code or the set trying to boot up--some of the Mitsubishi sets if power removed will blink for a minute and then stop--then the set can be turned on.
