I just upgraded the memory to 16 GB and in the computer properties it says 16 installed 8 usable ??? how do you get into the bios also

You mean you installed an SD memory? Did you check memory upgrade limit? i.e.: If maximum upgrade is 8 Gb, it won't recognize a 16 Gb SD memory.
If specification is correct, you should chek SD memory in your computer with a USB memory reader. If computer won't reconize it, means memory is bad and you should claim warranty returrn or change where you bought it
please check the memory timing settings. if your mixing up ram they may not have the same memory timings and require you to go either higher or to the supported settings that either memory can use. for example if corsair runs at 8-8-8-14 and kingston runs at 10-10-10-16 then you will need to bump the settings to 10-10-10-16 since the computer is trying to set the timings for kingston to 8-8-8-14 which it does not support.
I would start by shutting the system down and pulling out the CMOS battery on the motherboard for 30 seconds (it looks like a nickel on the motherboard inside the computer.) Once you put the battery back in and turn it on, that will reset the BIOS to defaults and hopefully clear out any data errors. If that doesn't resolve it, there's a good chance the issue lies in the motherboard iteself (or at least the BIOS EEPROM.)
maybe your laptop doesn't support 4 gb of memory.. anyway i`m not sure if windows xp can read that much memory...first thing see if your computer is reading it ..(in BIOS) or before startup, if not you need to upgrade your BIOS.
