I cannot turn the camara on, i'v changed the battery recharged,tried it with the power line connected It is just over a year old, is this a typical problem with this camara it seems to have frozen

The power circuit of the camera has gone faulty. Claim your warranty if you still have the proof of purchase. If it's out of warranty, you might as well give it a try fixing by yourself. Remove batteries and try to open the casing of the camera then take a closer look on the circuit board, you can try to clean it first using a brush or blower then reassemble it. Check if it powers on again.
Fix #1: Remove the batteries from the camera, wait a few minutes. Put a fresh set of batteries back in (preferably rechargeable NiMH 2500mah or better) and turn the camera on.
Fix #2: Remove the batteries, then remove the memory card. Then install the new batteries, when you turn it on it should come back to life. Error E30 means you don't have a memory card installed, so turn it off, slip in the memory card and turn it on one last time.
Fix #3: Insert the cameras AV cable, and turn the camera on in picture review mode. Have no idea why this would work, except that quite a few people have reported some success with it.
Fix #4: Place the camera flat on its back on a table, pointed at the ceiling. Press and hold the shutter button down, and at the same time press the power-on button. The idea is that the camera will try to autofocus while the lens is extending, hopefully seating the lens barrel guide pins in their slots.
Fix #5: Blow compressed air in the gaps around the lens barrels with the idea of blowing out any sand or grit that may be in there jamming the lens. Other variations include blowing with a hair dryer in “no heat” setting, or sucking the gaps with a vacuum (careful with this one).
Now we're entering into the realm of potentially damaging your camera in conducting the fix. There is definitely some risk here, so take care when conducting the following two fixes.
Fix #6: Repeatedly tap the padded/rubber usb cover on a hard surface with the intent of dislodging any particles that may be jamming the lens. Other variations include hitting a side of the camera against the palm of your hand. A lot of people have reported success with this method. HOWEVER, there is also some potential for damaging or dislodging internal components with this method, such as unseating ribbon cables, or cracking LCD screens.
Fix #7: Try forcing the lens. More people have reported success with this method than with any of the other methods. HOWEVER, there's obviously some potential for damaging your camera by using this method. Variations include gently pulling, rotating, and/or twisting the lens barrel while hitting the power button. Attempt to gently straighten or align the barrel if it's crooked or twisted. Another variation includes looking for uneven gaps around the lens barrel, and then pushing on the side of the lens barrel that has the largest gap (note pushing the lens barrel all the way in is NOT recommended as it may become stuck there). While doing any of the above, listen for a click that indicates that the lens barrel guide pins may have reseated in their guide slots. If you hear this click, immediately stop and try the camera. The following photo illustrates unseated guide pins that would cause a lens error.

1.)NEVER PUSH THE LENS IN AFTER CAMERA DIES, BUY A NEW BATTERY IMMEDIATLY AND TURN IT BACK ON, CLOSING THE LENS!
2.)NEVER USE AN AC ADAPTER, USE A RECHARGEABLE BATTERY OR A REGULAR BATTERY!

Do as i say..
1.) Remove battery
2.) Remove front plate (screw driver may be needed)
3.) Check all gears, make sure they are correctly fitted in place)
4.) Move the gear manually to make the lens come out.
5.) keep it out, put the front plate back together.
6.) reinsert the battery, turn it on.
or...
1.) Remove the battery.
2.) Wait about 6-8 hours.
3.) Reinsert the battery.
or...
1.) Remove the battery.
2.) Try hooking it up through AC adapter, put correct voltage.
3.) Try turning it on.
4.) Remove AC adapter, reinsert battery.
5.) Turn it on.
If nothing happens just tell me..

Yep, it can be a problem with lens or shutter, that is a common fault.
Try playing with the lens and forcing the shutter to open, helping gently with your fingernail.
If this does not work, then the camera has probably an internal fault and must be taken apart and tested, then reassembled.
To do this job is better finding a good technician at a camera repair shop.
If it does not turn on with power line connected then there is nothing much you can do with this unit
its better to take it to a service center
your case both batteries and direct power has let to failure
then its best for you to take it to service center rather trying to do repair by yourself
if the power does not turn ON completely it means your power board in your camera is faulty.
may be due to some bad components or a bad solder joint
this wont cost you much for repair.
my best idea would be to repair yourself if you have proper expertise else take it to a repair person who can do it easily
keep in mind. digital cameras are very sensitive.
am not sure if you are able to see my solution or not
this is nothing to do with the lenses.
its a very clear problem of the bad components inside the unit

ALSO USE A USB CABLE AND PLUG IN INTO YOUR PC. THIS PROCEDURE WILL HELP YOUR CAMERA HAVE POWER AND AND GO INTO OPERATION.
