Have a 42" Tv that won't power up. Power to outlet and other devices however tv won't turn on. Do these tv's have fuses?

The sets do have fuses, they do not always look like the old AGC types If a fuse has blown, the set will not have standby power- which means no indicator lights come on at all.
If the set has a lit indicator, the standby power supply is at least functional With the likely culprit(s) being the electrolytics in the vicinity of the 24 volt section of the power supply or more likely those in the vicinity of the inverter circuit. They bulge many times when they fail, but it is good practice to replace all those in the vicinity of the failed caps. These use a high ripple current type of capacitor.
