As for your first question.
A glass fuse is a device which allows only a certan amount of power to flow through it.
it's a glass tube about 1 inch long and with a little wire of aluminum running through it and a aluminum metal cap on each end with the voltage and amps written on at least one end.
A fuse of this type sits in a tray that has two metal ends to hold the fuse in place.
Some of them are coated and light tan in color ( could be to prevent shattering )
Once the power level is exceeded the fuse gets too hot and burns up the filiment causing
an open circuit and stopping power flow.
A fuse of this type can be removed from it's try by using insulated gloves or
an insulated fuse removal tool to prevent shock and be replaced by an identical fuse
with the exact same voltate and current rating.
Once the fuse is removed from it's tray it can be tested with an Ohms meter
to determine if the fuse is actually open.
a glass type fuse in a television set will be located near the power chord
connection to the chasis ( main board )
A blown fuse is a sign that a power surge occured
1. If the power surge occured from getting too much power from the power cable side that plugs into
the wall thats good because chances are it just blew a fuse because of it.
2. If the power surge was the result of failure of a component deeper into the circuitboard replacing the fuse will not do any good and may blow again as soon as you turn on the power.
