If your computer is still under warranty you can contact the Toshiba support site and order recovery media. They will refer you to the company that sells them. The cost is about 45 dollars + taxes.
Even if your computer is no longer under warranty you may still be able to obtain the recovery medias.

Failing that, you may consider buying a retail version of the Windows Operating system and install it on the computer. Some custom buttons may not work, and you will have to go to the Toshiba support web site to download the drivers for your computer. Before buying a version of Windows, check the Toshiba site for your computer and your intented OS (WinXP 32/64, Vista 32/64, or Win 7 32/64) )to see if they have drivers.

There should be a little hole somewhere on the tablet. Stick a pin in it then it should factory reset it. Or if you can, create a new user then go to settings and factory reset it from there.

First, try rebooting. If that doesn't fix it you may consider restoring the device to the original factory settings. A word of warning...restoring to factory settings will take the tablet back to the way it was when originally purchased. All passwords, updates, music, photos, videos, audio recordings, apps and so on added after it was purchased will be deleted. So don't do this if you are concerned about losing the aforementioned data and files. To do a factory reset go to settings and look for a restore option. It may be under something like system restore, device settings, back up and restore or something similar. Once you find it, it should warn you that your device will be restored to factory settings and that all post factory apps, passwords, data and files will be deleted. If you still want to restore your device follow the instructions. You will then have to set everything up from scratch as if it was just purchased. I did this with a Kindle Fire. After the factory restore I reinstalled my apps, added all my accounts (email and so on), downloaded all my books, music, etcetera, and it has worked great since.

This normally means there is a problem with the operating system, it normally means its necessary to restore its factory settings. You can do this two ways either follow these instructions:

A.
  1. Turn off tablet
  2. Press and hold the "+" on the volume key
  3. While continuing to hold the "+" volume key, press and hold the power button
  4. Tablet will start (and let go of both buttons at this time) and will give your 3 Icons. Using the volume key, select the middle Icon of the box with the arrow coming out of it. The power button is used as the "enter" key
  5. On the next screen, arrow down to the wipe data/user info clean and factory default and hit the power button. PLEASE NOTE, THIS WILL WIPE OUT ALL SETTINGS AND INFORMATION YOU HAD ON THE TABLET.
  6. On the next screen, select Yes for wiping all info and restore to factory.
  7. Once this is done, select reboot and you will be brought to the initial set up.

My toshiba tablet won't let me go past the welcome screen

If this is under warranty take it back. If it isn't power the unit on with just the battery powering the unit. When you see the Windows splash screen drop the battery out after the screen goes black put the battery back in and press the power button. This should bring up the on screen menu telling you it failed to start or shut down correctly. Select, Boot in Safe Mode and see if the system will power on. If that fails you need to do a system restore. To access system restore options power the unit on and press and hold the F10 key, this will bring up the restore Windows options. From that menu select to restore your operating system. If that fails you will have to do a complete restore to factory default settings. If that fails you will have to replace the hard drive.

If your laptop isnt more than a few years old,you should have a restore option already on the hard drive.To access that,you turn on the laptop,and,soon as you turn it on,you start tapping the F8 key.You will see a black screen with choices on it.The first one should be "Restore my computer to factory settings",choose that and follow the prompts carefully...good luck:)
