In order to reset your bios password you will need to contact Dell Support by phone. They will verify ownership and then provide you with bios reset information. Below are Dell support phone numbers in the US.

You should contact the Dell support center. With the Service tag number they should be able to advise you: either send you a master keyword that will unlock the computer (as the rumor has it) or point you to a service center where the computer will be serviced. You might have to prove ownership of the computer and to pay for the service.
You need to reset the password for Dell system by removing the Bios Battery or you need to reinstall the BIOS setting by downloading the BIOS from DELL. This will resolve the issue you are facing.
The above solution does not work on an E6400. Any fix regarding removal of battery, shorting pins together, etc does not work. However, what does work is to use the Dell Asset/Service Tag BIOS Reset Tool that is available on Torrent Sites. Boot the CD image and when you are asked if you want to delete/change the service tag select "Y". When asked for the new service tag number re-enter your current service tag. Then the tools erases the BIOS and inputs the new service tag. A by-product of this process is that the BIOS master password is removed from the BIOS.
