Xp is not new, its 2011 LT (bios revision 2009 to 2017 exist)
no laptop is new with XP, ever.
but this one did, or higher.
if you read the XP forums for 16 years deep
you'd have seen 1,000,000 posts for wont shut down.
the XP disease... for sure.
if XP was fresh loaded, from MS, it will shut down or HP fresh.
but vast apps and things added are defective
they refuse to shut down and you cant pick , like on wonderful W10
force shut down not. always works.
go to MSconfig page and disable all things there, now.
and more ask (registry run boxes , too)
2 causes, XP sux ( repeat 3 times for effect)
and most XP apps sux. vast ones do and is a fact.
or missing or wrong XP drivers
to find out what stops shut downs is a hard hard job.

im not teaching XP ever again. but you can read all that at MS.com
forums or at HP.com, not here we have STRUCTURE HERE.

A good check of whether the Fn key is working is to display the system information as follows...
1. briefly press Fn key, and then briefly press the Esc key
or alternatively...
2. Press and hold down the Fn key, briefly press the Esc key, and then release both at the same time.
This should display the version of the system BIOS as the BIOS date or system ROM version number.
If this doesn't happen, then either one or both Fn and Esc keys are not working. In any case since your laptop is new, it should be covered by a 30-day exchange policy from the place of purchase and you should just take it back for an exchange. If you can't get it exchanged and the purchase was on your credit card, you should have purchase coverage from the credit card company as well.
