HP
laptops have a built-in recovery mode on the system wherein you don't
need to use a disc to restore it to factory default. The hotkey for the
recovery is the F10 key. After you press the power button, you
need to simultaneously press the F10 key to start system recovery. If
this one won't work and gave you like an "I/O Error" or "Error 0x000000E" or something similar then that means that the HDD is already defective and needs replacement and you need to order the recovery discs from
HP at 1-800-474-6836. If you're still under warranty, they'll replace the HDD and give the Recovery Discs to you for
free.
Good luck.
SOURCE: On start up goes in a continuous restart cycle
There is usually a hot key you can press during boot up to start recovery (F11 is typical) This will guide you through the recovery process. I would first check all of your cables going to your hard drive, and also the one going from the hard drive to the motherboard. See if that helps. Best of luck to you!
