No telling what he did, but if you've tried deleting his entries and the scanner is still locked up, you'll need to reset it. This procedure will clear all the information you have have stored in the scanner. 1. Turn the scanner OFF. 2. While holding down the 2 and 9 keys, turn the scanner ON. CLEAR will flash for about 5 seconds while the scanner clears its memory. NOTE: Do not turn the scanner OFF until CLEAR stops flashing.

Unfortunately, no. The PRO-94 can monitor conventional or trunked analog systems, but it cannot process digital signals. To do that you'll need a scanner that specifies DIGITAL, APCO, APCO-25, or P25.
