Not quiet sure what you mean by its only using a fraction of your graphics card?
If you go in to device manager it will tell you what graphics card you have.
What game is it you are trying to play?
If it is lagging then it suggest that your card isnt powerfull enough to cope with the game.
Have you tried dropping the display settings in the game to see if that helps?

When computers don't complete the power on self-test, it usually indicates some sort of hardware issue. You can see the messages by pressing ESC, DEL, or a F* key on power up. One quick thing I would do if I were you, would be to try and reseat the memory modules in the notebook. They should be able to be reached by unscrewing a few screws on the back of the notebook. Pull them out, then firmly place them back in. Make sure you are static free though by grounding yourself first. Give that a shot, and if nothing happens, then I would take it in for a look at your local service shop.
You could also try to flash the BIOS and see if that will correct the issue, but that is somewhat risky if you don't know what the initial problem is. A revision of the BIOS can be found here:

Doesn't sound like a video card problem do u hear any beeping when turning on the computer sounds more like a ram or hard drive problem
