SOURCE: brand new cordless handset -- no dial tone, no ring!
I doubt it's the battery. As I understand it the base works fine and the problem is only with a cordless phone. Are you using an external charger stand for the cordless handset? These phones need to be registered to the base unit. That is usually done by installing the cordless phone in the base unit but you may need to do that shortly after insalling the battery or you could have a register button or setting.

the voicemail ring count has to be setup on your phone line thru your voicemail menu,and has nothing to do with the answering machine. if you don't want the answering machine to pickup, just shut it off. follow the prompt's for your voicemail settings, there you'll be able to set the amount of rings you want.

Registering Handsets to the Base
Whichever handset you choose to charge in the base is automatically
registered to the base. Any additional handsets must also be registered to
the base before you can use them.
Be sure both handsets are fully charged.
One at a time, place each handset in the base. The charge/in use LED on
the base begins to flash, indicating the base is registering the handset.
Wait for at least five seconds, then pick up the handset and press
[talk/flash]. If the display shows TALK, the handset is registered. If not,
place the handset in the base to try again.
Press [end] and continue with the next handset.
Note:
Once both handsets are registered, it doesn’t matter which
handset is placed in the base or the charger.
When you charge the handsets, Caller
ID summary screen and the name of
the handset appears.

I have the same handset and the 2nd one seemed to stop working after working great for 2 yrs. I placed both sets together and hit the PAGE button on the main handsets cradle. Both phone's were paged and, for some reason, the 2nd handset reset. It worked for me...or at least, something in what I did worked. BTW, H1 and H2 shows in upper right side (or at least it did after I paged)...and I made sure to put the phones in the correct cradle (H1 is the main handset). I just did this so hoping it continues to work!
