Hi tonylig
The on board LAN should be a Broadcom and you could be lucky with this download , assuming you have access to the Internet with some other device :

Huh? Open "My Computer". Is there an icon for the CD-ROM?
If you double-click that icon, does it "open" the files on the CD?

> Where can i get my drivers for ethernet???

From a computer WITH Internet access, access the web-site for the manufacturer of the motherboard, and download the network device-drivers to a USB memory-stick. Move the memory-stick to your computer, and install the device-driver.

No sound and vga.

You will need to install drivers for all hardware connected to the motherboard. This includes the motherboards driver CD that came with it, they will have drivers for the chipset and possibly sound, ethernet, video, etc. If you do not have the Driver CD's check the MNFR's websites.

Installed some new ram now audio bus and ethernet

What kind of system are you on? Some older computers BIOS will not support more than 1 or 2 gb ram. Check the specifications of your motherboard to ensure your BIOS can see that memory.

After re-installing Windows XP, the plug and play modem is not listed as part of the hardware? Hence, cannot connect internet?

You must install the driver software if it in not listed in --- go to "My computer" >> "Properties" >>"Hardware" >> "Device Manager" >> "Modems"  make sure that modem is visible in the list if so , insure that it is not showing with a red icon... if it is ... then install the driver from the modem driver CD....

Ethernet driver(s) for dell motherboard (0WF887)

Yes you can get your drivers at www.dellsupport.com and put your express service code into the space provided,
Your service tag should be located on top the case, Or on the back should be by the COA and then it will take you to the spot you can find your Broadcom internet and wireless drivers there.
Hope that gets you going If not just write back here and I will get them for you.
