The light blinking twice means there is a fault within the system and it is a code to tell Panasonic where roughly the fault lies. Go to Panasonic's web site and look for your set then input the fault code and hopefully they will tell you where the fault lies.

Please try disconnecting all the cables from the TV including the power cables then reconnect them back after a few minutes. You may also try connecting the power cord from the TV directly to a functional wall outlet. If the issue persists then service will be required.
Here's something that might also be useful. After you turn on the
set, and get the regular red blinky lights, hold down the Device and
Menu buttons together for about 5 seconds.
