Normally it means that the carburetor is plugged by stale fuel and the fuel pump and metering diaphragms are stuck on the check valves. Cleaning and diaphragm and gasket replacements are needed. You may want to investigate the cost of a new carb versus the time and cost of repair parts.

crankcase could be full of fuel causing it to hydro lock take plug out and see if it will pull over be carefull though if it's hydro locked with fuel it will pump out of the sparkplug hole. the rope may be off of the starting pully as well
