I took the pegs off my son's mongoose outer liit freestyle bike (20") and now cannot figure out how to put them back on. I am not sure what to do with the silver washer?????

What is the crank bearing size??

Almost all Mongoose models use the standard BSA 68.
I would write a question to them at:
http://mongoosebikes.net/mongoose-bmx-bike/20-mongoose-mode-270-v2-freestyle-bmx-bike/
This bearing should not fail during the normal life of the bicycle, unless the rider weight is over 80 Kg.

Who do I put the rear wheel back on my mongoose bike

raise the back of the bike and put the wheel between the rear stays place the chain on the freewheel, and pull the wheel back and
then just tighten the wheel nuts.

Any Mongoose dealer or bicycle shop should be able to handle that or just web search for a 20" BMX wheel. It doesn't appear to be unique.

My brakes are squeezing my tire on my 20'' mongoose outer limits bike and i can not figure out how to untighten them.

Try and move the whole wheel back a little and see if that helps. if not adjust the brake pads untiill the contact the rim and not the tire

The silver washer will go between the frame of the bike and the peg. Then the nut for the wheel bolt will go into the peg and screw on from the inside of the peg. Unless they are solid pegs in which case you will put the washer on first still and then screw the peg on as if it were the nut itself.
