At the base of the screen there is a long bulb, looks like a florescent bulb from a scanner, that is connected to a small board just under the to cover near the the monitor itself. You need to replace that small board. You can get it on Ebay or from Dell. Remove the board to get the part number.

You have a inverter circuit that is malfunctioning and needs replacement if it is on the mother board the mother board may need replacement . There also may be a failing video card.

Try reseating the cable that goes to the back of the lcd and also the other end of that cable that plugs into the motherboard. If that doesn't do it then either the lcd or the inverter is bad. Either way when you get a replacement screen for a dell laptop it normally comes with a new inverter as well. If your laptop is under warranty thru dell then you can get it replaced thru them. If you have your serial number then I can look it up and see if your system is still under warranty.
make sure there are no speakers at the side of the monitor as the may not be sheilded. then unplug monitor from the mains and plug back in to reset. or in the monitor menu select degauze .
