Most RCA TV sets use a four digit code to control the v-chip. The code reset procedure is different depending on the model. Try each method until you find one that works:

1. Hold down MENU on the remote and VOLUME DOWN on the TV it's self at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked

2. Hold down the 0 on the remote and the VOLUME DOWN buttons on the TV its self at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked

3. Hold down the MENU button on the front of the TV and the TV button on the remote at the same time for at least 4 seconds.

4. Hold down GO BACK on the remote and MENU on the front of the TV at the same time for at least 4 seconds.

5. Hold down EJECT on the front of the TV and the MENU button on the remote at the same time for at least 4 seconds.
Depending on the model, one of the methods should unlock the V-chip. Now, if desired, you can change the settings on the V-chip by going to the MENU and going to PARENTAL CONTROLS, or on some sets, going to MENU and then going to TV SETUP, then to V-CHIP SET.
Sinotec:
If you have the original remote (RC-A07) for Sinotec tv, then press and hold down the Music button for about 10 seconds

Can't access Dolby digital surround mode on my rca home theater system. Using hdmi cables but only getting Dolby prologic settings.

From where is the signal coming?. If it's a PlayStation, Xbox or bluray player settings may be needed in order for it to operate in the desired way.
Also the content has to support Dolby Digital like a tv show even if the receiver had DD the program also has to be in DD.
A lot of new players such as Fire Tv, Apple TV or Roku now send a Dolby Digital Plus signal which only newer-ish support. It's sort of a blanket signal that covers Dolby Digital but won't read as such. It will display as Dolby Digital Plus.
I can help with settings if you give details on the devices. Receiver type. Media type.

Do you have to have an optical cord from receiver to tv..koss model ks3102..if not i have rca cords were do cords go.

HD broadcasts by TV stations are often broadcast in Dolby Digital. If your TV can output Dolby Digital or HD then you will need to have the TV connected to the receiver via either the optical in, or the coaxial in. If the receiver can get the Dolby signals via the Coaxial and the TV can send them via a Coaxial socket it should work. Don't forget to set your HD set to output Dolby signals. If the TV or Receiver can only send Dolby via the optical you will have to use that. Optical cables can be picked up cheap these days. I have seen them in pound shops!

I have a new rca receiver and have it hooked up to my dvd player which works fine. I have it hooked into my tv and Im not getting sesurround through my tv how can I connect to the tv to make it work my tv...

Take a clue from the 10-year old vintage of the TV and the two analog audio cables. It's Dolby Pro Logic Surround at best, not Dolby Surround in the modern, digital, multi-channel sense.

TV's are not the source nor the end of a multi-channel audio chain. Feed this thing a 2-channel source from a Cable Box (into the "TV" jacks), DVD, Video Tape or CD with proper Dolby Surround encoding and will seem to open up the sound field a bit and kick in a little surround effect. It can also simulate a Hall effect and Dolby 3 stereo.

Polaroid LCD digital audio output problems

I see the problem. Your TV is bad-***, so don't blame it. It's just the digital coaxial built only for the receiver part of the TV for the antennae and cable. I don't think you'll find a TV that does different.

Sorry to say but, you'll have to upgrade the amplifier that has all the HDMI ports and more digital coaxial inputs.

TV is acting like a filter on the 5.1 signal. Best to plug all your sources into the amplifier first, then use the output on the amplifier to the TV. This is the only way to get dolby 5.1 on everything.

RCA RT2280 surround sound mode button wont select 5.1 dolby digital mode.

I had the same problem and this is what I did to fix it. Assuming that all of your equipment is powered on, (tv, blu-ray/dvd, rca receiver) you'll need to go into your dvd players audio menu and select the dolby digital audio.
Once you do this, the digital signal is sent to your receiver from the dvd. The receiver should automatically set itself to the dolby digital preset. If it doesn't, press the surround button until you reach it. I found part of this information here. And the rest was personal experience.
Also, it depends on if the disc format is in dolby 5.1. I hope this helps you.
