You need to check the continuity of the wires from the mains plug to the main heating coil. This means that the switch and the circuit to the heating coils will confirm the short. If the heating element is short then the main line should be removed to confirm the short and so the circuit will not trip.

What is the single fuse in top panel of electric oven/range for?

Hello there and welcome to fixya
Normally the single fuse that you have found is for the electronics like the clock and the various other basic funtions o the stove ect ect if this fuse has blown out it will limit the stove or the cook top to be able to do such things like setting the timer or turning on the ovens light and it may also effect the troubleshooting program that is built into the stove ok like error codes and simple things like this

When I was using main oven elecric tripped, when the fuse is push back in and oven isolation switch turned back on the electric is constantly tripping only when cooker isolation is turned on, oven element...

Sounds to me to me like a direct short. Hot wire in unit could be touching part of unit. Oven switch if it has one or main board could be shorted. Oven will have to be pulled to check. Slimm possibility weak breaker.

Cant turn it off, it seems to be locked?

hELLO THERE
On some of these ovens they have a internal reset device that needs to be reset and this is done by unplugging the oven and waiting for one hour then plugging it back in and waiting for 5 min befor you attempt to unlock it.
Now on some of the newer model ovens all you have to do is unplug wait 15 sec and plug it back in for 5 sec then repeat this step 3 times ok so please try these and let me know how this goes

Oven trips out when turned on

You will to check the fan oven element, it has probably failed.
Disconnect and try , if no fuse blow, then replace element.

Smeg oven does not turn on - the light and the fan work but

Is the hob seperate from the oven? if it is then I suspect the problem is witb the oven, you need to check the supply to the oven to make sure you have got voltage, if you have then the prob is within the oven, and this could be one of several things
Some single ovens are sometimes plugged into a normal socket, in which case you need to check the fuse in the plug.

Unplug your power cord from the socket outlet.
remove the back cover where the power cord connection is housed. visually check the connection, expose wire harness might touches the cover somehow. or the cover was dent that causes the bare wire to touched the cover. correct the dent if any, or tighen loose wire.assemble back cover. Reset your circuit breaker to your Stove because the pop sound might trip off your breaker. That should solve the problem.

Probably refering to a thermal fuse. This fuse opens when heat is too high. Some of these ovens had a kit where you replaced the cooling fan, fuse and shimmed hinges to correct problem. You can access fuse by removing oven from wall. It will be located on back of unit. You can try replacing just fuse. It will probably be ok for bake and broil. It may happen again during clean.
