your infrared sensor is either misaligned, faulty, or you have a broken wire from your sensor to your door opener. (Flashing light indicates infrared light path is broken). both sensors should indicate green led. door wil not come down is safty feature to prevent door from closing when light path is broken.
This is a logic board issue and you will have to replace it to fix it. You can get a new one at genie.com, overheaddoor.com or wayne-dalton.com. Thanks BB
