If this doesn't help, you should post information on the kind of email service you are using. Specifically, who is the email provider (Comcast, Verizon, etc.)
When you find email in your junk mail that is not junk, right click on it's line in the list, select Junk E-mail, and Mark as Not Junk. You'll then have the opportunity to add the sender or the address they sent to to a "safe" list so that they'll not be marked as junk in the future.

It sounds like your SMTP settings are incorrect, if you are using a POP3 service, it can connect and download your email, but most ISP Mail SMTP servers dont allow outgoing mail from another ISP.
Example, I have a charter.net email account but I have wireless hometown as my ISP, so I have to set my POP3 settings to my charter.net account (incoming messages) and my SMTP settings to wireless hometown smtp server for (outgoing mail)
It appears that you are accessing your charter account thru a different Internet Service Provider. Generally, most ISPs will allow downloads of email from 3rd party ISPs but will not permit uploads (sending email) as this is how many spammers origially sent emails without being traced and would overload email servers.
You best option is to send you email from florida using the charter webmail application at www.charter.net (Click the Email button and sing in to your account) From webmail (Which accesses Charter's Email server) you can send and receive from anywhere.
You can try one of a few things. First look at your mail your are composing. Notice the line that says from: it should be followed by your email addres.... Across from it should be the outgoing mailserver the account will be using. If that box is blank, clik on it and select a mail server. Also, make sure the "only use this mail server" box is not checked. Once you uncheck, it should allow you to choose one of the available mail servers you already have listed.
If you don't have any out going mail servers listed, then choose the "edit mail server list" option (in that same pull down menu). Based upon you mail again setting, you will then enter the out going mail server. An example would be. (mail.charter.net.... or smtp.charter.net) Check with you email service provider to determine what that setting should be.
