Consider NOT connecting your camera to your computer.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program, such as Windows Photo Gallery or Picasa.

Driver for windows 7 for Kodak easyshare c813

You may download Kodak software here.
You don't really need a driver.
Or you can use any photo cataloging program such as Picasa.

SPECIAL EDITION SCRATCHES won't play on my windows 7 laptop. Chris

i think the problem is with compatibility with your OS. first, u need to check that your windows 7 is installed with 32bits or 64bits system. second, check your game compatibility (is it compatible with 32bits, 64bits, or both. if your OS installed with 64bit then your game only compatible with 32bits so the game will not work, and the contrary.

my opinion (probably wrong):
maybe your win 7 is installed with 64bits and your game only support 32bits system, so you need get another 'scratches' game that support 64bits. another solution (worst scenario), try to installing your win 7 with new win 7 with 32bits system.:)
