Something is plugging the fuel flow from tank. the primer is actually as far a fuel flow goes is after the carb. fuel goes from tank to carb to primer and back to tank. could be fuel filter gummed up or plugged. take off line coming from tank filter to carb and see if it pushes in and pops back out. if so its your fuel filter.if it still does it something is plugged in carb. there are little flapper valves in primers to allow fuel in and push fuel out. could be one of those gummed shut. all depends on it has the primer blb on carb or seperate place as to how well you can see where the problem lies.

Sounds like the carb or gasket around the carb is leaking allowing the pressure to blow by when you press the primer bulb. If its not air tight it will not pop back out. Check your carb and surrounding gaskets and check for a leak.

Warm the engine--turn the H needle on the carburetor a little CCW. Does that make it run better? If it will now run at high speed, set H needle to make 4-stroke with no-load and smooth out with light load(cutting wood). Adjust L CCW until idle is fairly smooth and can accelerate the engine immediately--if hesitates, turn slightly CCW until engine will accelerate without hesitation. Too rich L causes rough idle. Set idle speed so that engine keeps running and doesn't turn the chain.You might check the muffler and air filter for plugging before going into the above.

One of the problem could be is you have one of the line in this case top line in the carburator clog. For clean the carburator You need to remove first the cover for the filter 2 screws on front of the carburator remove lines mark the lines top and bottom remove slowly the carburator be careful with the gasket. The carburator have 4 little screws removed and remove the black gasket (diaphragm) clean with carburator cleaner and air, blow air thru the top line tube, now on the otherside remove the screw and clean the gasket and the carburator inside do the same step. Make sure you clean the fuel filter inside the tank with carburator cleaner.

Either the clutch is worn out or the flexible drive shaft is broken. Either repair is likely to cost almost as much as a new unit.
If you see gas in the primer bulb it is pulling in gas to the bulb. If not check for cracks in the bulb assembly and check to see if the fuel lines are not off their fittings and not cracked.
