The problem seems to be that the inner column of the flush tower is supposed to grab the outer column, but doesn't. When you flush, the inner column also raises the outer column which is evidently the drain plug. When raised to full height, the outer column drops down and reseals the tank. When you release the lever, the inner column drops down and reengages the outer column and is ready for the next flush.
His problem is that about 80% of the time, the inner column doesn't engage the outer. So you have to trip the lever about 5 to 10 times before it does. Eventually it will.

Sounds like the inner throttle cable is binding with the outer casing, This coule be caused by dust and moisture causing rust on the inner cable. I would firstly try to get a light spray lubricant into the outer casing . I would disconnect it from the throttle lever and spray lubricant onto the inner cable and progressively work the throttle lever to draw the fluid into the outer case. Elevate the lower end so gravity will assist you.
Open the loading door and place your hand at the top of the inner tub, close to the door opening and lift slightly. Inner and outer tub should move as one solid unit. If there is play between inner and outer tubs, you likely have a tub bearing issue. That is bad news, but repairable if you have the ability to DIY. If the tubs seem good, then look for a sock between the inner and outer tubs. Often it is in the upper left corner (but could be anywhere) close to the door opening so that you can grab it with your hand or needlenose pliers. If you give the tub a spin you may be able to locate it by sight and feel, or with a flashlight from inside the tub through the drain holes. Also look for an object that may be stuck in one of those drain holes, like a screw, etc. Let me know if this is no help, we will look for other causes.

Looking a the parts breakdown of the outer tub i dont see a listing for a bearing so i suppose it's a part of the tub. I have included the link for that parts breakdown.
