I have a Qosmio F45-AV412, which after researching online, I see that a lot of other users are having the same problem: When it goes into hibernate, it has trouble booting back up. It is NOT a failed HDD, it is a brand new one.
When this happens, I can't even access BIOS or temp boot device menu (as in, the option isn't even available when I try firing back up on the Qosmio POST splash screen). The only way I can successfully boot up is pulling the drive for a moment, attempt to boot with no drive, then power off and connect the drive again. Windows 7 (Ultimate x64) will even state that my hardware is having issues and states I should update the firmware. Is there a firmware update somewhere I haven't found yet that will fix this issue?

When you start your computer, just keep on pressing the 'del' key or F2 key which allows you to enter the BIOS setup.
In this setup you will find the boot device priority option , you just need to use these options to select the device which you want to boot.
If by boot options you mean you want to go to safe mode, then just press the f8 key while your PC starts to boot so that you have a menu asking you to go in safe mode or choose other options.

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.
The flashing cursor is there to tell you that the BIOS couldn't load the OS. Reinstall one more time. If even that it behaves like that then the hard disk is dead, replace it.
