My daughter's tower was just returned from being repaired. We plugged everything up and turned on the monitor and on the screen it says "Power Saving Mode" and turns off. Can someone suggest something for us?

Power saving mode means the monitor is not receiving input. Assuming the Monitor is working properly, the tower is not producing the input or the cable is damaged. If the tower has another video out, try pluging into that. Try using another cable, if the problem continues that likely means that the computer is not working properly. Simply remove then re-install the Graphics card. The device is very static sensitive and you should be sure to ground yourself before opening the case of the computer.
If that doesn't work it's likely the computer was damaged during the repair.

what tower? model, the monitor has nothing to do with power and dead fans in the tower.
'Sounds, (and silent to) means the PLUS in the PC is dead.
all things can be repaired, that is what technicians do.
here is the chain of events, ! to get noise (fans)
power in the wall 120vac , usa
power to the PSU,
the power button goes to the MOBO, and standby power is there
now and pushing said button the MOBO commands the PSU on
if the PSU is happy (PWROK) thinks PSU IS safe the PSU tells the PC its ok, and power stays up.
and fans run.

so my guess bad PSU, its easy to test with anyf $10 voltmeter,
ask.

I have a zx4351, touch sreen wireless gateway desk top computer , i had cable co. today to hook it and now my screen does not turn on and has no power going to it what is it?

Your desktop tower/cpu tower has to be turned on to give those hardware power. If you can't turn on your computer then that means you have an internal problem with your motherboard etc. If everything else powers up except for the screen/monitor your video is dead. Find someone you know that has an extra monitor and hook it up to your tower, if it works then it's not your video but the monitor instead.

you need to check if your tower is giving display to your screen or not from my concern your screen is fine the problem is in your tower try to replace the RAM this will help

Okay im having a probblem with my lcd monitor and when i press the button on the tower to turn everything on and then press the on button on the lcd monitor it says minitor is going to sleeep and ive tried...

Sounds like the monitor is not getting a signal from the tower.
Do you have another monitor/LCD screen that you plug into your tower? That will tell you if the LCD is the issue or the tower.
If it is the tower that is at fault, then you need to try and figure out if your video is separate from your motherboard. Hopefully it is separate, that way you can get that replaced. If not, then it means that your video card is integrated onto your motherboard which is much expensive to get fixed.

My emachine T1742 desktop will not turn on. When plugged in the power supply's fan turns on, cpu fan doesnt start, both hdd/power led's flicker and pressing power button doesnt power on/off system.

Disconnect all the devices from the computer(tower) including keyboard, mouse, monitor(everything)..even the power cable

Now keep on holding down the power button on the computer tower for 15-30 seconds..

Now release the power button, plug in the power cable, monitor, keyboard, mouse and turn on the computer...

If it works, great!!!

Otherwise, take it for repair..

whats the light on the towere if the light is stedy green then the tower is ok so unplug the data cable from tower and turn on the monitor then if it run the self test then monitor is ok if its not yiu need to repair or replace the screen

Speakers killed my moniter

Well as you have already tried disconnecting the peripherals from your computer, and tried restarting the computer too which did not help you, it sounds to be an hardware issue with the monitor. However if incase you have not tried this, you can disconnect the monitor completely from the tower, power on the monitor, if it powers on and you get a message as no signal, your monitor is working good. If not replace the monitor. If the message appears on the monitor screen, disconnect everything from the tower, push and hold the power button on the tower for a minute. Connect just the monitor and check for any display. If you do get display, thats good, connect one device at a time and check to see if the display appears.

If theres no display with just the monitor connected, the issue would be with the graphics card. You may need to replace it or get the system repaired.
