This may sound silly, but please make sure the batteries good, and are in the right way, (+ and -) and insure they are seated fully.
If the toy was working before, it should work after.

After all that is checked, i have sometimes come acroos toys that have the wires pulled from cold solder joints (not connected) after replacing the batteries.
