I believe you have to reset the intercom system, meaning you need to reassign one or all of the phone's intercom numbers. To assign intercom # ( found on page 10 of the manual which you can download online)

1 Do NOT lift handset
2 Press the following 3 buttons (in order) PROGRAM, STAR, and then POUND
3 Enter two digits (the number you want the phone to be)
4 Press the INTERCOM button and you will hear a tone - then youre all done.

Call Privacy
To ensure call privacy, the phone allows only one set at a time to use a line.

Canceling Call Privacy
During the call, press the line button for the call. You'll hear a short ringing tone. Others can now join the call.

Restoring Call Privacy
Press the line button again during the call. You'll hear a double-ring. The other phones will be dropped from the call. NOTE: Call privacy is automatically restored when you end the call.

Line-In-Use Lights
Whenever a line is in use, the light flashes slowly on the phone using that line. On the other phones, the light stays on steadily to indicate someone else is using the line.

If you are having problems with the Line-In-Use light, check that all line assignments are correct, and that all 954 phones are on the line designated as Line 1.

If you use Centrex, have an Attendant line, or there have been no changes in the system or wiring since employing the FIOS, there may be incompatibilities with the FIOS system causing the Line-In-Use light to not work properly. Do you have DSL on the first line? I would say that you have split the line to the phones so that they are not able to recognize the off hook from your office phone because each phone has a DSL filter. So take your phone line from the back of the DSL modem (line 1) and split it to all of the phones. Put the filter in the line, if you need one before the splitter.
