How do I deregister handsets on my AT&T 5840 Base. I have new ones to replace missing ones that are still registered on the base. I am hoping there is a way to clear registered phones on the base.

If you still have access to the old base you can de-register the handset by following a simple process. You will have to de-register all handsets registered to that base.
  • Make sure that all handsets are out of the telephone
base and chargers before you begin deregistration.
  • Press and hold /HANDSET LOCATOR on the telephone
base for about 10 seconds (until the IN USE light starts to flash), then release the /HANDSET LOCATOR button.
  • Immediately press /HANDSET LOCATOR while the
IN USE light is still flashing. (The light flashes for about seven seconds. If the light stops flashing, start again with Step 1.)
  • It takes up to 10 seconds to complete the deregistration process. Wait

AT&T CL84209 spontaneously displays "line in use" with no dial tone After a period of time everything returns to normal

This is a good argument for buying the cheap $$ extra warranty. If you didn't, try taking it back to seller to see if there's anything they will do for you.

Is it normal for my AT&T CL4940 phone's display to show the number of "missed calls" even though the phone's answering system is not on (because I use a separate answering machine to record calls)?

It's completely normal. The phone is simply saying it detected an incoming call that it didn't answer. Try setting your other answering machine to pick up immediately, perhaps that will stop your phone from "seeing" an incoming call.
