Key pad not operating well.
Something such as coffee or soda may have been
spilled in the phone causing a loss of connectivity between the keypad and the
contacts. The keypad is a rubber membrane with soft round nubs on the bottom
that press against gold circuit board contacts when depressed. It would have to
be disassembled and clean with q-tips and rubbing alcohol or similar solution. This is for a professional or handy
person to perform only

4th hanset does not work
Clean the silver charging contacts on the base and on the phone by buffing with a soft cloth or use a Q-tip. Try swapping the battery with one of the other phones to see if the battery may be bad.

Phone won't connect
I had the same problem. I unplugged the base unit for several minutes. When I plugged it back in, the base unit reset itself and the handsets reset themselves to the base unit. You will have to reset the clock and any other features you use. My phone is a model E5908. Hope this works for you. Goos luck.

During lightning storm power went out and now they dont work
Relay contacts could be shorted, but if there are no relays on the board and the switch on the cradle is not shorted, then there is a transistor somewhere responsible for taking line off-hook. Usually it is in series after the diode bridge used to power the phone ckt's.
This phone likely has a hold switch on it as well, the hold ckt's can fail as well, causing phone to remain off-hook. Again usually a shorted transistor.
Only way to know is to start replacing.
Your likely going to need a schematic to find out which one, unless your willing to remove them one at a time, and test them out.
It's usually an PNP type also, but not always...
Some are common signal transistors, so don't be afraid to sub with common types, but in most cases correct repair only with same types.
Also be sure to check the diodes, and look for any burnt components.
Good luck

OUT OF SERVICE MESSAGE
Hi J,
Apparently that one from Ebay looks nice but has issues (not uncommon). If you took it out of the box, charged it fully and its has garbled audio, then the handset or the base is defective, or both, but at least at this point you can get a handset to "communicate" with the base and the "in/use light turns on, when you try to access a line, correct? . If you get the "out of service" message when trying to "move" the "ebay" handset to the other base, it sounds as if the base station and handsets are "coded" and were married together at the factory and one handset won't interchange with anothers base. However, try this before you go the repair service route, or roll the dice with another fine product off EBay :). Unplug and power down both bases, the one from Ebay and your old one. Take the Ebay handset and set it in the charging cradle of your old base. Power up and wait three minutes. Plug dial tone in and give it a try. If it still says "no service" , and won't light the "in/use" light when you try to use it then it won't work with your base, or/and your old handset you lost is somewhere near and is still communicating with its base. Now if you lost your handset weeks ago, then the odds that it is still alive are pretty slim. But I have heard handsets in the warehouse beep for days til their battery dies. You can google cordess telephone repair for service. Good Luck. CG

PHONE READS SEARCHING
Your phone has lost its ability to communicate with the base and the problem could be with the handset or base. You have probably already tried this, but power down and power back up with the handset in the cradle and full charged. If that does not do it, unfortunately repair is needed. Sorry. CG

"searching" message even when handset on the base
Found the following in AT&Ts FAQs for your phone, I'll leave only what might be relevant:
# Charge the handset for 12 hours. After the first charge, the battery will quick charge in only 8 hours. Re-cradle the handset nightly for recharging. The battery will not overcharge.
# Connect telephone line from base to unit to modular telephone jack. If cord is already plugged in, unplug and reconnect at both ends. Also, you may want to try another cord from a working telephone. See the owner's manual under "Connecting to Phone Line." (you can get the manual here on the product page in case you lost it)
# Try a working phone at the jack. If another phone has the same problem in that jack, the phone jack is defective.
Good luck, hope you work it out
