How do I fix this
There's two ways in which to repair Kb927917 Error message
Expert User Resolution (manual update):
1) Start the machine and sign on as an administrator. 2) Then click the Start button then click All Programs, Accessories, System, after which click Restore. 3) In the next screen, click "Restore my system to a previous period" then press Next. 4) Find the most up to date restore point in the "click a restoration date" listing, and then click Next. 5) Click on the Next button in the verification window. 6) Reboot the laptop or desktop once the rescue is done.

I can't download
I would strongly recommend switching to Google Chrome or Mozilla Firefox. If you have a USB flash drive, take it to the library and ask a librarian to help you download the install files for either of those browsers (which are both completely free and much faster, safer and better than Internet Explorer,) onto the flash drive, then take it home, plug it in, and double-click the file to install. That should solve your download problem and give you a faster, safer Internet experience. You can even set the buttons up so it's exactly the same as the Internet Explorer you're used to. (If the computer is a laptop, someone at the library might be willing to do it for you for a few dollars or some homemade cookies.)

Firewall stops me using internet, what should i do?
Either adjust the firewall settings (if you have access to them) or turn off the firewall (if you have access to do so). If its security firewall software part of a total security package, then its possible you may have uninstall it completely and perform a total system cleanup to remove all traces, before reinstalling. This requires using something like CCleaner, Glary Utilities, Spybot Search and Destroy. Stay away from the pay-for system cleaners as they provide little results for the money wasted and in some cases end up creating new worse issues.

WHY IS NEW TAB BLANK WHITE PAGE?
Very possible the page is simply set to default blank page. I assume you are able to surf to some other web page without issue? If so surf to the page you want as your default and then go to your browser options page and change the default home page setting to that page.
