We have line 6 dedicated with a special voice mail and would like to turn the ringer off on that line only can this be done?

Ringing assignments are done by the system programmer. No you wont be able to shut it off by yourself.

Local Electrical outage has left our phone system void of all programming

Hope your vendor has a back-up so they can download it to your system and you'll be off and running. Trying to piece together the database that you weren't familiar with is a tedious and unlikely process. Get the internal battery replaced so this doesn't happen next outage.

Ext 163 called you, and pressed # or * to leave a callback request. Call 163, make sure they answer by lifting handset, should go away.

How to conference call on a nec dtu 32d 1a phone?

When your're on a call, you press Conference, get internal dial tone, dial the extension you want or 9 plus the whole outside number you want, then press Conference again to tie the calls together. Some exts only have access to one call at a time, so if you can't make 2 calls at a time, this feature won't work.

Delayed ringing time

I do not deal with your system but I see similar problems in other phone systems. This MAY be what is happening...

The message light can be a voice mail indicator OR someone on another phone in the building can leave you an intercom message (no voice system used or required). In those cases you need to return the message by pressing the MSG button, this should make the phone ring that left you the message in the first place. That phone needs to be answered to return the message and cause your light to stop flashing.
