Go - Settings/General/(scroll down to) Reset/Reset Network Settings.
Phone will turn itself off and on again. Et voila - no more annoying message saying "Network Lost"
Note: This procedure doesn't mess around with any of your other settings, applications etc.
If you need to take it off you will need to restore the device in iTunes and set up as new. Restriction passcode are saved in backs ups and will come back if you restore your information.
If the restriction lock is not preventing you from fully using the device then you may just leave it.

See Christina, it's simple. First you need to select all photos you neeed to download. Then Click options and save them to iCloud Sharing. Then from your Computer, go to iCloud. Login. Then click on your photos. All photos will appear. Download the ones you need and then delete them from your iPhone 5.
